사건의 출발은 2022년 11월 보고서입니다. 엑센추어가 CHESS 재구축프로젝트를 분석한 후 권고보고서 Accenture Delivery Review 를 내놓았습니다.
위 자료를 보면 가장 중요한 지점인 일정입니다. 예정된 일정내에서 가동할 수 있을지 불확실하다는 점입니다.
이상의 엑센추어 보고서에 대한 Digital Asset은 아래와 같은 입장을 핍니다.기술적인 우수성이 있다라고 하더라도 프로젝트는 요구사항정의, 목표, 프로젝트관리에 의해 성공여부가 좌지우지된다고 이야기합니다.
Executing large-scale implementation projects is extremely complex, regardless of the underlying technology. Just like any project, clear requirements, alignment on the objectives, and manageable milestones with defined success criteria are paramount.
We support ASX’s decision to commission this study and the next steps for the CHESS replacement program that ASX deems necessary. We will continue to work with ASX and our other enterprise customers to drive the successful innovation and adoption of distributed ledger technologies.

위 논의만 보면 한국 차세대프로젝트처럼 서로 협력해서 잘 마무리할 걸로 예상하였지만 2023년 11월 ASX는 방향전환을 선언합니다. 인도 Tata의 BaNCS와 Accenture와 협력하여 CHESS 교체프로젝트를 진행한다고 합니다.
ASX has decided to kill the blockchain idea, confirming distributed ledger technology would not form part of the new core system. Instead, ASX opted for a more traditional database. The new system can be integrated with blockchain applications in future.

아래 기사만 놓고 보면 납기일을 계속 연기한 것이 시작이었습니다.
The planned blockchain system for settling trades was intended to be a replacement for CHESS, which ASX first said it was replacing in December 2017 with the original plan for it to be operational by Q1 2020.However, the project was pushed back to August 2021 and again until 2022, with ASX citing COVID-related disruption as the cause of the delays.
CHESS 차세대프로젝트가 실패한 원인을 놓고 설왕설래중입니다. 기술의 문제가 아니라 프로젝트관리상의 문제라고 이야기하는 분도 있고 기술의 문제라고 하는 분도 있습니다. 최소한 엑센추어 보고서만을 놓고 보면 블록체인기술이 CHESS업무의 복잡성과 같은 기능요건을 충족시키지 못한 것이 원인인 듯 합니다. 블록체인이 만병통치약은 아닙니다.
한국거래소도 탄소배출권시장을 대상으로 매매부터 청산결제에 이르는 업무에 블록체인기술을 적용하기 위한 파일럿을 진행할 계획이라고 합니다.
